When the wind is strong, the waves cannot be heard anymore!
And lots of seabirds as well.
Just be sure to arrive in the evening, when the tourists are gone and the light hits the cliffs from aside.

Their sheer scale is enough to make people silent with awe. But, as Wim mentionned above, the tourism industry has unfortunately denaturate to a certain extent this place of immense beauty. It is now hard to comprehend the significance of the Cliffs for local people from the past, when buses are succeeding to buses to unleash their tide of tourists. The sad thing is that when most tourists arrive at the Cliffs of Moher, they stay for a few minutes, take a few shots, then continue their journey towards Galway or Kerry. The cliffs deserve better than this. One need to spend at least a day hiking around and enjoying the elements in order to start understanding their true nature. Wim advise is thus very wise, if you want to truly enjoy the Cliffs of Moher, you should either come very early in the morning, or late in the evening. End of May would be my favourite time because days are long, so you can enjoy a nice sunset at around 9PM, and you have a good chance to benefit from good weather.

The Cliffs of Moher are one of Ireland's most spectacular sights. They stand 230 meters above the ground at their highest point and 8km long, the Cliffs boast one of the most amazing views in Ireland.

I can remember as a child coming to Ireland and seeing the cliffs as there meant to be...Wild and imposing. When standing on the cliffs one can only imagine how ancient people must have felt. To stand at the very edge of there known world must have been a very special feeling.
